Hooded Justice was large, physically imposing and powerful, and brutally violent.

The first costumed hero, Hooded Justice inspired a number of others to take up the cape as well. He was also the most mysterious of all the Minutemen, keeping his true identity a secret from even his teammates.

Called in front of the House Un-American Activities Committee, he chose to disappear rather than unmask and submit to questioning. Shortly thereafter, a corpse was found that matched his in proportions, but since no one had ever seen his face, it was never conclusively determined to be his. The corpse was identified as that of circus strongman Rolf Muller.

It is theorized by Ozymandias that Hooded Justice was murdered by the Comedian.

Hooded Justice was one of the more right-wing members of the Minutemen. In Under the Hood, Hollis Mason recalls Hooded Justice openly expressing admiration for Adolf Hitler.

Hooded Justice was in a secret relationship with Captain Metropolis, but publicly he was reported to be involved with Sally Jupiter. He intervened in the Comedian's rape attempt against Sally, but treated her with disdain.
